Yasser Arafat Foundation and Palestine Center for National Security Research Hold Seminar on Tribal Justice and the Rule of Law

On June 1, 2026, the Yasser Arafat Foundation and the Palestine Center for National Security Research organized a seminar at Palestine Ahliya University in Bethlehem titled "The Culture of Tribal Justice in the Presence of the Formal Judiciary and Its Impact on the Principle of the Rule of Law." The event brought together judges, security officials, lawyers, tribal leaders, academics, and community representatives.


Speakers emphasized the importance of strengthening social cohesion, preserving civil peace, and promoting the rule of law in Palestinian society. They highlighted the historical role of tribal justice in resolving disputes and maintaining social stability, while stressing that it should complement—not replace—the official judicial system.


Participants discussed challenges related to tribal customs, including revenge practices and extrajudicial responses to disputes, and underscored the need to reinforce public trust in formal legal institutions. The seminar also addressed the importance of cooperation between tribal reconciliation committees, governmental institutions, and research and educational organizations to support community security and national resilience.


Key Recommendations
1.    Support and empower reconciliation and civil peace committees composed of trusted and impartial community figures. 
2.    Strengthen cooperation between official institutions, academic bodies, and research centers to promote social peace and community security. 
3.    Prevent the exploitation of reconciliation roles for personal gain. 
4.    Prohibit political factions from interfering in tribal affairs. 
5.    Develop a National Honor Charter aimed at eliminating revenge traditions and collective punishment practices. 
6.    Update and unify Palestinian laws and regulations to reflect current needs and national priorities. 
7.    Strengthen the official judiciary, accelerate legal proceedings, and reinforce the principle of the rule of law. 
8.    Ensure strict legal accountability for crimes against persons and property and reject all forms of vigilantism. 
9.    Expand educational campaigns, seminars, and public awareness programs to promote legal culture, reject revenge practices, and encourage reliance on the formal justice system. 
The seminar concluded with a call for a Palestinian society free from violence, revenge-based conflicts, and practices that undermine justice and social stability.
